B. Practical problems of implementation in the post-war period
In order to contribute towards a better understanding of topical constitutional and legal issues, the most significant practical problems encountered in implementation at present or in the past by the national and international actors shall be presented. There are numerous analyses, assessments and reports, such as the text of the UNHCR5 or those of various non-governmental organisations such as the International Crisis Group,6 United States Institute of Peace7 and European Stability Initiative.8 A situation report from 2008 was given in the Report of the European Commission of the European Union on the progress of Bosnia and Herzegovina on “the path to Europe”.9
