Special federal disputes: Parallel relationships of the Entities with neighbouring states

According to Article III.2(a) of the BiH Constitution, the Entities shall have the right to establish special parallel relationships with neighbouring states consistent with the sovereignty and territorial integrity of Bosnia and Herzegovina. This right is included in “foreign policy” within the meaning of Article III.1(a) and (b) of the BiH Constitution.²⁹⁵⁰ The Constitutional Court may determine the scope and limits of the right to establish special parallel relationships with neighbouring states with regard to the dispute under Article VI.3(a) of the BiH Constitution. The standard of review with regard to this procedure is, in addition to a special legal-constitutional mechanism for the establishment of special parallel relationships with neighbouring states, other constitutional rights. This includes, in particular, the relevant provisions regulating particular constitutional matters, which may be the subject of treaties on special parallel relationships with neighbouring states.
