Apart from the abovementioned, to some extent formal, i.e., technical- procedural aspects of the principle of a legal state, there is also a substantive component in the form of human rights and fundamental freedoms for which there is a special regulation in the constitution.336 Protection of human rights and freedoms is aimed at providing each citizen with an inviolable sphere that is out of the reach of public authority. By recognising fundamental rights, the state purposely restricts its area of activity in favour of a liberal constitutional order.
