Article VIII of the BiH Constitution does not explain how the BiH level is funded and financed. It is totally unlike Article VII, which expressly created the Central Bank and the operation of monetary policy at the BiH level.<\/p>\n

The complex nature of BiH and its multiple levels of government need to be understood.
