In any case, the Br\u010dko District, as a part of the Federation of Bosnia and Herzegovina and Republika Srpska is not a State organisation,<span class=\"s1\"><sup>3611 <\/sup><\/span>but an administrative unit of local self-government.<span class=\"s1\"><sup>3612 <\/sup><\/span>Br\u010dko is a \u201ccondominium\u201d<span class=\"s1\"><sup>3613 <\/sup><\/span>of both Entities, although the rights and responsibilities relating to the administration of Br\u010dko District have been transferred to the State.<span class=\"s1\"><sup>3614 <\/sup><\/span>Regardless of the fact that Br\u010dko District is under the exclusive sovereignty of the State of Bosnia and Herzegovina and regardless of the fact that the Entities\u2019 Constitutions are not applicable in the Br\u010dko District, they must be taken into consideration just like the whole legal system of Entities must be taken into consideration. From the constitutional point of view, the authorities of the Br\u010dko District will continue to represent the authorities of the Entities.<span class=\"s1\"><sup>3615 <\/sup><\/span>These authorities must be executed in close coordination with Entity administrations and the Supervisor is entitled to monitor this process.<span class=\"s1\"><sup>3616 <\/sup><\/span>Moreover, the Entities\u2019 laws were applicable in the territory of the Br\u010dko District until a certain moment.<span class=\"s1\"><sup>3617 <\/sup><\/span>Finally, there are special provisions on an independent police force of the Br\u010dko District<span class=\"s1\"><sup>3618 <\/sup><\/span>and the provisions entitling the Army of the Republika Srpska to pass through the District.<span class=\"s1\"><sup>3619<\/sup><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The issues of whether Bosnia and Herzegovina is a federal State or union of States, whether the Entities are the \u201cStates\u201d3610 (this term is usually avoided in legal acts) or something similar may be a topic of discussion.
