All the parties \u2013 both the actors of international administration irrespective of the Annex to the GFAP regulating their activity and the courts that are the subject matter of this text \u2013 have a unified opinion that in a state of emergency the administration is also subject to norms, in other words certain norms are also binding on the administration. This principle applies to certain provisions of the Annexes. Additionally, the mentioned actors are also bound by other norms of international and constitutional law although within a limited scope, which means that these norms are binding on them.<\/p>\n","protected":false},"excerpt":{"rendered":"
