Any other interpretation could have led to insurmountable blockades in the process of establishing the Council of Ministers. Insofar as the members of the Presidency are directly elected, it could lead to a situation where different parties have the majority in the Presidency and in the House of Representatives, making the election of one candidate impossible. By way of illustration, the election of the Chair of the Council of Ministers in 2006, Mr. <i>Spiric<\/i>, was made over the objection of one member of the Presidency of Bosnia and Herzegovina whose party was not part of the \u2018coalition\u2019 formed after the elections.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When nominating the Chair of the Council of Ministers, the Presidency does not decide by a consensus of its members as this is not a matter that falls under the scope of Article V.2(c) of the Constitution.
