The cooperation of the competent authorities with the supervisory bodies established by any of the international agreements listed in Annex I to the Constitution mainly relates to reporting obligations as outlined in the relevant treaties. States-parties have to report to treaty bodies according to Article 40 of the ICCPR, Article 16 of the ICESCR, Article 9 of the ICERD, Article 18 of CEDAW, Article 19 of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and Article 44 of the Convention on the Rights of the Child (CRC), all of which are listed in Annex I.<\/p>\n
The reporting obligations have to be fulfilled on the basis of the relevant agreements themselves. Others, such as the European Convention on the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, set up a system obliging the States to accept regular inspection visits. The domestic authorities have cooperated at different levels, however, and especially in relation to reporting obligations, the relevant bodies often criticize the delays in submitting regular reports on the side of Bosnian authorities or the quality of the reports submitted. The obvious case of non-compliance with reporting obligations exists when the State fails to submit the report, but non-compliance can also take the form of incompleteness or inaccuracy of the information provided.2574 <\/sup><\/span>This lack of cooperation constitutes not only non- cooperation in contravention of Article II.8, but also a violation of the relevant international treaty.<\/p>\n","protected":false},"excerpt":{"rendered":"
